INTRODUCTION

Communication before, during and immediately after a disaster situation is an important component of response and recovery, in that it connects affected people, families, and communities with first responders, support systems, and other family members. Reliable and accessible communication and information systems also are key to a community’s resilience. Early warning systems are means by which people receive relevant and timely information in a systematic way prior to a disaster in order to make informed decisions and take action. For lives to be saved and general reduction of the impacts brought about by disasters, effective and reliable communication and early earning mechanisms need to be put in place. This course will equip participants with the knowledge, skills and technical know how of how to effectively communicate before, during and after disasters occur

MODULE 1: Basic course is an introduction to effective communication

MODULE 2: Diverse Communication Systems and Protocols

It is divided into four lessons

  • Communication in Practice
  • Public Information Officer (PIO)
  • Joint Information System (JIS)
  • Developing Communications Plans

Lesson 1 begins with a discussion of the different levels of communication and their relationship to an organization’s goals and objectives, more specifically:

  • Communication Principles
  • Strategic Communication
  • Operational Communication
  • Tactical Communication

Lesson 2 will then address the duties and functions of a Public Information Officer (PIO), with a focus on:

  • Roles and Responsibilities
  • Incident Command System (ICS)
  • Emergency Operations Centre (EOC)

Lesson 3 continues by describing the operations and structure of a Joint Information System (JIS) as it relates to public information, in particular:

  • Components of a JIS
  • Joint Information Centre (JIC)

Lesson 4 concludes by outlining the key elements of a message, in order to develop communications plans

MODULE 3: Diverse Audiences and Tailored Messaging

It is divided into two lessons:

  • Communication with the Public
  • Developing Communication Products

Lesson 1 takes a “whole community” approach to disaster communications and is broken up into the following topic areas

  • “Whole Community” Approach
  • Understanding “Whole Community” Needs
  • Considerations for Developing a “Whole Community” Message

Lesson 2 details communication activities that should be taken before an incident occurs, with a focus on:

  • Developing Communication Products
  • Core Communication Products

MODULE 4: Alerts and Warnings

It is divided into three lessons:

  • Alerts and warnings
  • Social media capabilities
  • Alternative communication methods

Lesson one provides an overview of the criteria for issuing warnings and alerts in the following sections

  • Alerts
  • Warnings
  • Implementing alerts and warnings

Lesson 2 describes the way social media can facilitate information management

Lesson 3 details the alternative means of community outreach apart from mass media.

MODULE 5: Communication in Disaster Management

Module 5 of the DCW-Basic course looks at “Communication in Disaster Management”.

It is comprised of a single, experiential lesson which seeks to test the understanding of information gained throughout the course.

The instructor led trainings are delivered using a blended learning approach and comprise of presentations, guided sessions of practical exercise, web-based tutorials and group work. Our facilitators are seasoned industry experts with years of experience, working as professional and trainers in these fields. All facilitation and course materials will be offered in English. The participants should be reasonably proficient in English.
Upon successful completion of this training, participants will be issued with an Indepth Research Institute (IRES) certificate certified by the National Industrial Training Authority (NITA).
